Purpose: The Clinical Supervisor provides comprehensive clinical oversight, training and support to therapists who provide services at Passages to Recovery’s inpatient and outpatient programs. The Clinical Supervisor guides and manages delivery of clinical services and programs and ensures their high quality and fidelity. The Clinical Supervisor is responsible for maintaining an appropriate therapeutic milieu that supports and nurtures clients' recovery, in keeping with the values and treatment philosophy of Passages to Recovery. The Clinical Supervisor partners with accounting and billing entities to ensure timely, accurate payments and reimbursements, and ensures the facility's compliance with all applicable statutory, contractual, licensure and accreditation requirements. 

Essential Duties and Responsibilities include, but are not limited to: 

Service Delivery: 

  • Manage day-to-day clinical operations 

  • Provide regular one-on-one clinical supervision to therapists who provide services within the facility 

  • Maintain a supervision file for each therapist and clinical case manager supervised, and develop and monitor goals and objectives within the supervision setting 

  • Supervise, audit and provide coaching/feedback regarding the clinical activities of therapists and clinical case managers in groups and individual settings 

  • Supervise, audit and provide coaching/feedback to therapists and clinical case managers on identifying and meeting clients' referral needs 

  • Regularly review all client charts to ensure quality of documentation, and to ensure that the individual needs of each client are being met 

  • Supervise, audit and provide coaching/feedback to Intake Specialists, and ensure that clients receive timely and appropriate orientation and assessment 

  • Work closely with the management team and directors to ensure continuity of the treatment milieu and timely updates on clients' status and progress through the continuum of care 

  • Participate in huddles, treatment team meetings, continued case management reviews and other staff meetings 

  • Maintain a small caseload per PA Department of Drug and Alcohol Programs [D-DAP] regulations 

  • Provide clinical coverage in clinicians' absence, including facilitating group sessions and lectures, to ensure continuity of service 

  • Be on-call 24/7 on a rotation with other staff (approximately every 7 weeks) for prompt resolution of emergencies and to develop and submit documentation as required. 

  • Be available to work a flexible schedule as needed to ensure consistent supervision and coverage of treatment services 

  • Coordinate staff attendance at clients' court hearings and other required appointments, if needed 

  • Work cooperatively with Jail representatives during their regular visits to the facilities 

  • Respond, as needed, to client complaints and grievances regarding treatment 

  • Mediate clinician/client conflicts and manage day-to-day client treatment needs and issues 

  • Role model a professional presence that supports and enhances the work of clinical staff 

  • Understand and promote best practices for working with dual-diagnosed clients 

  • Ensure that residents are consistently and effectively referred to THE PROGRAM's outpatient services 

  • Explore emerging assessments, treatments, therapies and best practices in the field; work as a team with other supervisors and residential staff to develop and implement them, as appropriate 

  • Maintain appropriate and professional relationships with government, judicial, clinical, corrections, regulatory and funding entities. 

Staff Management and Development: 

  • Recruit, screen, interview, hire, train and develop quality candidates for clinical staff positions, including therapists, clinical case managers, peer recovery specialists and intake specialists 

  • Ensure that clinical staff adhere to all internal requirements of THE PROGRAM, as set forth in the Employee Handbook and other internal policies 

  • Ensure that clinical staff adhere to the requirements of each of THE PROGRAM's contracts, treatment licenses, grants, accreditations, and standards of the profession 

  • Engage in ongoing performance management and progressive discipline of clinical staff as set forth in the Employee Handbook 

  • Prepare and deliver written performance evaluations of clinical staff 

  • Ensure that all therapeutic staff clearly understand Passages to Recovery’s standards, policies, and procedures 

  • Work with the Training Specialist to develop and maintain a matrix/menu of required trainings, and individualized training plans and training logs for each clinician and clinical case manager 

  • Work with the Training Specialist to schedule and coordinate mandated and other trainings with regular tasks and duties 

  • Work with the Training Specialist to develop and maintain a tracking system that documents the timely completion of mandated and other trainings, for use in inspections by regulatory agencies. 

Administration and Compliance: 

  • Monitor case assignments and ensure an appropriate caseload mix 

  • Implement and manage staffing levels and patterns to maintain the required level of service to clients and ensure the safety of clients and staff 

  • Monitor all grant/contract requirements and performance measures to ensure compliance and renewal, including implementation of Quality Improvement Plans and other goals and initiatives of Passages to Recovery 

  • Ensure that clinical services and programs comply with all D-DAP regulations, and with all requirements of Allegheny County Department of Human Services, Community Care Behavioral Health and other payers 

  • Work with the Compliance department to ensure readiness for all inspections in connection with its licenses, contracts, and accreditations 

  • Ensure the timely and proper completion of all necessary and required documentation, including maintenance of databases 

  • Work with treatment and residential staff to coordinate data collection and analysis for internal and third-party program evaluation 

  • Ensure ongoing collection of service delivery and billing data 

  • Contribute to grant proposals, RFP responses, and other development projects as directed 

  • Develop productive working relationships with all relevant stakeholders at the local, state, and federal levels, to ensure alignment of treatment outcomes across systems 

  • Participate in meetings in the community as required and/or appropriate (e.g., meetings with regulatory agencies, providers and other stakeholders).
